Delhi is implementing new rules focused on reducing pollution and transitioning to electric vehicles. These include banning CNG autorickshaws and petrol two-wheelers, along with stricter traffic regulations and penalties.
Electric Vehicle Policy 2.0:
Bans new registrations of CNG autorickshaws from August 15, 2025, with existing permits replaced by e-auto permits.
Proposes a ban on petrol, diesel, and CNG two-wheelers from August 15, 2026, potentially making Delhi one of the first cities in India to completely ban petrol two-wheelers.
Requires CNG autorickshaws over 10 years old to be replaced or retrofitted with electric powertrains.
Encourages a shift to electric vehicles for private vehicles, with regulations potentially mandating that households with two vehicles purchase an electric car as their third.
Focuses on increasing EV charging infrastructure, aiming for a charging station every five kilometers.
Traffic Violations and Penalties:
Increased fines for various traffic offenses, including driving under the influence, riding without a helmet, driving without seatbelts, and using a mobile phone while driving.
The fine for driving under the influence has been significantly increased, with a new fine of Rs. 10,000 and/or 6 months imprisonment.
Riding without a helmet now results in a Rs. 1000 fine and potential license scrapping for 3 months.
Using a mobile phone while driving incurs a new fine of Rs. 5000.
Restrictions on Older Vehicles:
The Delhi government has implemented restrictions on BS-III petrol and BS-IV diesel cars, and non-essential diesel-powered medium goods vehicles.
These restrictions are part of the Graded Response Action Plan (GRAP) to address air pollution.
Other Initiatives:
A focus on phasing out end-of-life vehicles and establishing registered scrapping facilities.
Implementation of a plan to electrify the fleet of state civic agencies, with the Municipal Corporation of Delhi (MCD) and Delhi Jal Board (DJB) expected to transition to 100% EVs by 2027.
